The State of Kerala will become a land of zero waste through effective Hygienic Waste Management campaigns under the stewardship of local bodies.
The vision, mission and motto of Haritha Keralam Mission give you an understanding of how it dedicates itself to achieve the goal of Zero Waste Keralam under the stewardship of the local Self-Government institutions. The modus operand to materialize the dream of a ‘State with No waste’, is to eradicate garbage and wastes from the jurisdictions of each and every local Self-Government entities; as a first step. The existing rules in Waste Management shall be enforced through awareness campaigns in a pro-citizen approach. Section 334 (A) of the Kerala Municipality Act 1994 stipulates that the responsibility for the disposal of waste at source rests with the individuals or the body which generates the waste.
As such, the wastes generated in each Village/Municipality/Corporation by the individuals, family, private homes, colonies, residential complexes, flats, public places, markets, commercial places, industries shall be disposed of at the source by those who generated them. However, existing of the space constraints and the nature and the quantity of the waste generated in homes, if it is found to be difficult to dispose of at source, then, either community level waste disposal programmes or centralized waste management programmes shall be implemented by the local bodies for achieving the goal of zero waste.
It is high time that the civic forums, responsible citizens and local bodies shall join hands to achieve the goal of a State with No waste. On a war footing, conceived as a people-centric programme with the whole-hearted participation of each and every citizen from the grass root to top-level administration, the involvement and services of agencies like Kudumbasree and similar organizations shall be ensured. Introduction of modern technology and the best practices in Waste Management shall be put into action in a single-minded pursuit of achieving a State with Zero waste.
